To your dog it’s one long beach. To the people who write the signs it’s eight different towns, and they don’t all agree. Ask three rental blogs how long your leash can be in Kitty Hawk and you’ll get three answers, one of them from 2014. So we went to the towns instead — their own pages, their own code — and we put the source under every town below so you can check us. When a town’s website and a travel blog disagree, believe the town.

Once the season’s over, all of it opens up all day. Those two summer windows are the only time any of this coast closes to a dog.
*Steer clear of the lifeguarded swim beaches and any posted nesting area. Manteo has no ocean beach — see its own note below. And everywhere, every town: pick up after him.

The towns, one at a time
Corolla & the 4x4 beaches (Currituck County)
No season, no hours, no closed days — dogs are welcome on this sand all year. What the county asks is simple: he’s never loose. Leash, vehicle, or enclosure, that’s the whole of it, and nobody’s measuring the leash because the code doesn’t name a length. What the code does spell out is the tag: a collar or harness carrying a current rabies tag, worn at all times. The one they do enforce is the dunes — pets stay off them except at the walkovers, and up here that grass is the only thing holding the beach together. Heading north past the pavement? Duck
The best sand on the beach for a dog who likes to run: Duck lets him off the leash entirely, right there on the beach, so long as he’s under your eye and comes back when you say so. Step off the sand and the leash goes back on — the boardwalk, the parks and the Duck Trail all want him on a leash. One thing to know before you plan a week around it: Duck’s beach accesses belong to the neighborhoods and resorts, so this mostly pays off if you’re renting in Duck or visiting someone who lives there. Southern Shores
From May 15 to September 15, the beach is his early and late — before 9am, after 6pm. In between, it’s a people beach. Come fall the clock goes away entirely. Off your own property the leash stays on, year-round.

Kitty Hawk
The beach is his all year — no closed hours, ever. What changes is the freedom. In summer he stays on a leash between 10am and 6pm. The rest of the year he can be on a long leash — or none at all, so long as he isn’t bothering anybody, you stay within 30 feet of him, and the leash is on you. Kill Devil Hills
One of the two towns that takes a summer break: Memorial Day to Labor Day, dogs are off the public beach from 9am to 6pm (service animals excepted). Early morning and evening are yours, leashed — and the light’s better then anyway, so it’s less of a sacrifice than it sounds. Off-season he’s welcome all day. Nags Head
The most dependable dog beach on the main stretch: any day of the year, any hour of it, on a leash. Nothing to plan around, which is exactly why a lot of people bringing a dog end up booking here. It’s also home to the fenced town dog park on Satterfield Landing Road. Staying here? Manteo (Roanoke Island)
No ocean beach here — but on a day when the sand’s cooking, Manteo is the smart move. Flat, shady streets and a waterfront made for walking, with him on a leash anywhere off your own property.

Hatteras Island & Ocracoke (Cape Hatteras National Seashore)
Federal sand, one rule to remember: leashed, always, all year. Skip the lifeguarded swim beaches, stay out of the buildings, and honor the posted closures — those are nesting birds and turtles, and they move around through the season. Don’t leave him tied up alone anywhere out here either. Getting to Ocracoke means a ferry, and he’s welcome aboard on his leash, which is half the reason to go. Staying here? Things that go for the whole beach
- Pick it up. Every town, no exceptions — and don’t bury it, because the next family digs right where you did.
- Rabies tag on the collar — required, not advisory. Currituck County, Dare County, Kitty Hawk, Nags Head and Duck all put it in their ordinances: a collar or harness carrying a current tag, worn at all times. Kitty Hawk’s is the one that names visitors out loud — any dog from another county or state must display a current rabies tag on public property.
- Off the dunes. Him too. Use the walkovers.
- Summer sand cooks. Back of your hand flat on it for ten seconds. If you can’t hold it there, neither can his pads. Wet sand, early, or late.
The sand is open to him; the piers standing on it mostly are not. All seven piers, and what each one allows.
