Manteo is the one place on this site with no ocean beach at all. It is on Roanoke Island, on the sound side, and people bring a dog here for a completely different day: a waterfront to walk, somewhere to eat outside, and the only after-hours vet on these islands.

The leash rule, and the exception that isn’t one

Manteo’s code is specific. Off your own property, a dog has to be on a leash, cord or chain not exceeding six feet, held by someone physically able to control him.

The code then offers what looks like an escape: you may use voice control instead. Read the definition and it closes again — voice control means the dog is trained to obey and is within six feet of you. Six feet either way. In practice, keep the leash on.

One detail that catches renters out: “your property” means the residence you own or lease. It explicitly does not include a common area, park or recreational ground shared by a property owners’ association. The lawn between the cottages is not your yard.

Roanoke Island Festival Park

Leashed dogs are welcome on the parking area paths, along the boardwalk and on the Pavilion lawn. They are not allowed in the ticketed or indoor venues, and not in the visitor center, museum or historic structures — service animals excepted. They are also not allowed during concerts or special events at the Pavilion, which is worth checking before you drive over on a summer evening.

The dog park you have to apply for

The Roanoke Island Dog Park is at 378 Airport Road, in front of the Dare County Animal Shelter. It is open to residents, property owners and visitors — but the gate is on a keycode, and you cannot simply turn up.

To get the code you complete a Roanoke Island Dog Park application and show a current rabies certificate for each dog at the Dare County Parks and Recreation office. The code is changed from time to time, and an updated certificate is required to get the new one. Parks and Rec: 252.475.5907.

If you want a fenced run on the day you arrive, Kill Devil Hills and Nags Head both have parks you can walk straight into.

Roanoke Island Animal Clinic is in Manteo, and it is the only practice on these islands that publishes an on-call vet around the clock — an on-call vet, not a staffed overnight hospital, which is a different thing at two in the morning. The Dare County animal shelter and the stray line are on Airport Road here too.

What we could not confirm

The Elizabethan Gardens publishes no pet policy on its own site — not a yes, not a no. We are not going to guess at it, so call ahead if that is on your list.

Manteo is a walking town, which makes it good hunting ground. Two of our treasure hunts are built to be played with a dog on the leash.

What a day here actually looks like

Manteo is a walking town, which is a different proposition from a beach town and in some ways a better one with a dog. The waterfront boardwalk is flat, shaded in places and short enough that an old dog can do it twice. The streets behind it are quiet and the whole center is walkable on a six-foot leash without ever getting in a car.

It is also the one place on these islands where a rainy day is not a disaster, because the day was never going to be about the sand.

What to ask before you book here

  • Is the outdoor space actually yours? The town’s code is explicit that a common area or shared lawn is not “your premises” — so the six-foot rule applies on it.
  • How far is the waterfront on foot? Staying within walking distance of it is most of the value of staying in Manteo at all.
  • Do you want the dog park? If so, sort the keycode before you travel — it is an application and a rabies certificate at the Parks and Recreation office, not something you can arrange at the gate.
