Southern Shores is the one town where the rule you need to know is not really about the dog. It is about where you are allowed to leave the car.
The beach rule, in one line
Between May 15 and September 15, dogs are only allowed on the beach between 6:00pm and 9:00am. Outside those dates there are no time limits at all. The Town puts it plainly: dogs must be on a leash at all times when off personal property, and you pick up after him.
That is a wider window than it sounds. Nine in the morning is late enough for a proper walk, and six in the evening still leaves hours of summer light. It is the middle of the day you lose — which, for a dog on hot sand, is the part you would skip anyway.

The part that actually decides your week
Southern Shores does not sell, issue or lend beach parking to visitors. The Town’s own wording is that guest parking passes are not available. Permits go to property owners, a maximum of two, and to renters on a lease of twelve months or more, a maximum of one per property. A week in a rental cottage does not come with one.
And you cannot fall back on the street: unless a sign says otherwise, parking is prohibited on every street and street right-of-way in Southern Shores. The private association passes — SSCA and Chicahauk — are not valid in the Town-owned lots either.
So the practical shape of a Southern Shores week with a dog is this: you walk to the beach from the house, or you do not go. Book within walking distance of an access, or book somewhere else.

Where he can go in the middle of the day
Nothing stops you driving five minutes. Kitty Hawk is immediately south and never closes its sand to dogs, not one hour of one day, all year. Duck is immediately north and is the only town where he can legally be off the leash on the beach — though Duck has a parking problem of its own, and it is worth reading before you drive up there.
Nags Head is twenty minutes down the road and has both an open beach and a real dog park.
If something goes wrong
There is no 24-hour animal hospital anywhere on the Outer Banks, and Southern Shores is no exception — the nearest daytime clinics are in Kitty Hawk and Nags Head, and after they close the ladder runs off the islands. What a week here actually looks like
Put the two rules together and the shape of a Southern Shores summer week is fixed for you: he goes out early and he goes out late, and he walks there.
The early one is the good one. Nine in the morning is a generous cut-off — you can be on the sand at six with the whole beach to yourself, be back before the day heats up, and have done the best walk of the day before most of the street is awake. The evening window opens at six and runs as long as the light does, which in July is a long time.
The middle of the day is the part you plan around, and on hot sand that is the part you would give up anyway. It is worth saying plainly that the rule is not really costing you a dog walk. The parking is what costs you.
What to ask before you book here
Three questions, and the answers decide whether the week works:
- How far is the house from a beach access, on foot? Not by car — on foot, with a dog, twice a day. This is the whole question in Southern Shores.
- Does the property come with a Town beach parking permit? Almost certainly not — those go to owners and to renters on twelve-month leases — but ask, because a no tells you the walk is the plan.
- Is there anywhere on the property he can be off the leash? The leash rule applies everywhere off your own property, and a shared or association area is not your property.
Nearest food, and the nearest vet
Southern Shores is residential in a way its neighbors are not, so dinner is usually a short drive to Duck or Kitty Hawk. The restaurant list is sorted by town, with the ones that publish a dog policy marked as such and phone numbers on the ones that do not.
